Vice President of Programs

Emmanuel Le Perru serves as Vice President of Programs at RestoringVision, where he leads an international team of professionals, and oversees program strategy including developing high-quality programming and strengthening in-country partnerships to expand RestoringVision’s global impact. 

Emmanuel brings more than 20 years of experience in global health program management to this role. Most recently, he served as the Country Director in Haiti for the U.S. Global Health Supply Chain/Procurement and Supply Management Project (GHSC-PSM), where he led the procurement and last-mile distribution of $20 million in pharmaceutical commodities annually. Despite challenging conditions, including ongoing civil strife, he maintained uninterrupted commodity delivery to 270 health centers across the country. 

Prior to that, Emmanuel was with Jhpiego in Nepal, serving first as the Senior Malaria Technical Advisor before assuming the role of Nepal Country Director, where he was responsible for the technical and program quality assurance for a variety of health programs. He has also held senior roles with organizations including the French National Cancer Institute, Pasteur Institute, Population Services International (PSI), and Management Sciences for Health (MSH). He has managed program portfolios of up to $100 million annually, working with donors including the U.S. government, World Bank, WHO, UNICEF, private foundations, and corporations.

Emmanuel holds a Master’s Degree in Management from the SKEMA Business School in France.
